What in the hell is that supposed to mean? 7 members of the security team of a mega corporation cooperated in a sustained, coordinated, criminal campaign to intimidate journalists critical of eBay.
The journalists, well within their rights, went to the law.
The state brought criminal charges against the 7 employees, and they served/are serving time.
The journalists further brought a civil complaint, and were compensated handsomely.
It means that there are societal rules and customs that exist outside of the law. Imagine if Google were to send all people who reported security vulnerability in their services to jail for committing a felony under the CFAA. There are more ways to handle online actions that just sending it through the legal system for the other person to be punished.
