What do you mean by this? The article quotes an NHS director backing up the statement in the title.

Seems fairly unambiguous to me

There is a difference between elimination and eradication.

There's also a difference between treatment and cure but we call it all a "vaccine" now (I prefer the transitional OED definition from pre 2019). We've already entered 1984s use of good speak especially around healthcare.
