Some of them don't consider Perth to be part of mainland UK for delivery purposes. It is one of the major arguments against private parcel delivery... They'll either end up with poste restante in major cities or stop delivering to rural areas entirely. (Perth is one of the bigger places in Scotland after the four major cities and not even in the Highlands.)
