Countries change trade policy often as is deemed advantageous. For example, the UK decided to leave the customs union of the EU and start treating trade with the continent as it does everywhere else, and did so by no less than a direct popular vote, not a contrived set of executive orders facing court challenge. Does the EU crow on about how the UK is now an enemy? They would certainly have more long-term evidence for it than they would over changes in trade policy with the United States.
