Sadly, there is no way to counter a conspiracy theorist because if you question or counter then you are just part of the conspiracy too. Governments know that they need to do stuff but they also know that ignorant voters who read trash tabloid newspapers will vote them out next time because they might have to pay a little more for their electricity or cars.
