it's not really over dramatic, considering it's entirely plausible they'd just ban your whole account, it's not like it'd impact even 0.000001% of users, who cares about them

Google has a history of doing account wide bans. If after more than a decade of complaints they have finally figured out service specific bans they need to tell people that.
