A true full-time Google employee is like three layers of outsourcing removed from touching these operations. The people doing the work have been given zero latitude to actually help someone.

And then the design and implementation of the process itself is split across access silos mediated by lawyers and program managers. It's deliberately physically impossible for a motivated employee to improve the system for users.
