Ancient Rome had libraries already, I'm pretty sure their "ethos" wasn't about inclusivity and safe spaces. Somewhere along the line from then to now, it got subverted.

replyThe ALA is the canonical answer as to what is official policy of American libraries. Whether you agree with its politics or not, those policies and the ethos underlying them are not something new.
