And just to add some more context, the Second Section (Sección Segunda), which is part of the executive branch, was created because time after time judges concluded that downloading movies from the internet was perfectly legal[1]. So the PSOE's gov at the time (with Zapatero being president) created a law that just sidesteps judges altogether, and bans access from the executive branch.

It is maybe worth looking at the overlap between La Liga / Movistar directors, and former government officials. The Venn diagram has more overlap that one would like to see

Right. First case was performed by the executive branch of the State. Second one by the justice branch.
