Some people have to park on the street and therefore do not have anywhere to plug in anything. Also, some people park in apartment buildings where there are no outlets near many of the spots.

replyTo be fair, this is most people. A level 1 charging setup is generally good for about 5 miles per hour, most cars parked at least 10 hours overnight, and the average commute just under 15 miles each way.
Level 2 is handy, for sure, but a whole lot of people could absolutely get by with a bog standard 120V socket.
