China won't, Russia won't, and there are many others who also don't extradite as a matter of policy. It appears that Pakistan doesn't usually extradite, or at the very least it makes the process very lengthy and difficult.

replyUnless you or your "crime" is covered by an existing shield law you could end up in a lot of trouble. Even if the shield law protects you, if you ever enter the state you could be thrown in prison or executed
