What specific response from the general public would you like that it's arguably already happening?
Destroying 450 out of 130,000, ie 0.3%, is not sufficient to resist the imposition of a surveillance state. Americans pretty clearly do not care for freedom as much as they yap about.
Just the part where you're supposed to be doing something about it, otherwise don't you think it's a bit hypocritical to call out others for doing the same thing?
(For what it's worth I haven't read ~half of the books on my shelf. "Simulacra and Simulation" is mocking me from across the room)
I do think there is value in fighting the power... but 1984 is not a book that depicts such a choice working out well.
