you tell apple. you give them the serial number.

note even if your device is locked, they won't do anything there either.
I'm just putting this information out there - their policy might not be what you expect, so it would be good to know it going in.
So you could sell your phone and then tell apple it was stolen and pressure the buyer to return it? Why would apple care if the phone is unlocked? And if the phone is locked, you can just use find my, what do you need apple for?
